Norway cancels procurement for Tropical Forest Satellite Data Program

Norway has decided to cancel the procurement process for the next phase of the NICFI Satellite Data Program. The decision follows a legal challenge to the award decision.

The NICFI program plays a critical role in advancing tropical forest monitoring by providing high-resolution satellite imagery that supports a wide range of applications. These include tracking deforestation and deforestation risk, informing climate policy, guiding conservation efforts, supporting indigenous land rights, enabling deforestation-free supply chains, and strengthening law enforcement against illegal activities. Reliable and accessible high-resolution satellite data is essential for transparency, accountability, and effective decision-making.

The first phase of the NICFI Satellite Data Program concluded on January 23, 2025. We had planned to launch a new phase this year, but the procurement process took longer than expected. Toward the end, one of the bidders challenged the award decision in court and the complaint was upheld. As a result, Norway has decided to cancel the current procurement.

Norway remains committed to international efforts to maintain and expand open access to satellite data, particularly for stakeholders in developing countries who rely on it for forest governance, climate reporting, and sustainable development. Ensuring continued public access to high-resolution satellite data remains a priority.

We are now assessing the best approach to ensure that the world continues to benefit from free and open access to data covering tropical forests. Further information on the program’s next steps will be provided as soon as possible.
